Why shareholder democracy is helpful

Adopting integrated resilience and climate plans is a city and national task. The Sendai Framework's own private-sector channel, the ARISE network established by UNDRR, invites companies to commit voluntarily to support its implementation. Reinsurers create pricing signals that push cities toward resilience. Swiss Re reports six consecutive years of insured losses above 100 billion dollars and links 2025 wildfire losses to expansion into hazard-prone areas. If insurers, utilities and infrastructure firms championed local resilience plans and provided risk data and capital, cities would adopt plans faster. The core outcome, the number of cities implementing such plans, depends on municipal governance and public finance. It therefore sits largely outside owner reach.
