Why shareholder democracy is helpful
One in five young people, 20.4 percent, were NEET in 2023, and two in three of them were young women. The ILO frames solutions around education, international cooperation, public-private partnerships and financing for development. Large employers help at the margin through apprenticeships, entry-level hiring and training. The ILO-led Decent Jobs for Youth initiative enlists businesses alongside governments and UN agencies, but the outcome sits mainly with education systems and macro policy. We found no shareholder resolution addressing youth employment or NEET rates. Owners help at the margin and are not on the critical path.

We looked and found nothing that met our standard, which is a source we opened and confirmed. No shareholder advocacy located on youth employment, apprenticeships, entry-level hiring or NEET rates. The rationale already states that no shareholder resolution addressing youth employment was found. The ILO-led Decent Jobs for Youth initiative enlists businesses through a UN partnership rather than through investor engagement, so it does not count as advocacy through ownership.
