Why shareholder democracy is helpful
Surveillance and emergency-response capacity are state functions coordinated by WHO. The COVID-19 experience showed that managing a global health risk also depends on vaccine and therapeutic manufacturers' willingness to share technology and price for access. ICCR's 2021 proposals at Pfizer, Johnson and Johnson and Merck asked how nearly 2 billion dollars of US public funding to Pfizer and BioNTech and NIH-funded mRNA research would shape access strategies. The Access to Medicine Index continues to urge Pfizer to extend technology transfer beyond COVID-19 vaccines. Owners therefore help at the margin on the manufacturing and access side of risk management, not on early warning itself.
