Why shareholder democracy is helpful

A national program covering every worker can only be created by Congress. Employers can give their own workers paid leave now, which advances the underlying outcome company by company. Investors organized 150 institutions managing $3.6 trillion to press more than 40 companies for permanent paid sick leave, and shareholder proposals were filed at CVS, Kroger, Target and TJX, showing an active ownership channel on paid leave benefits. The documented blocker is fiscal politics rather than business opposition: the national program died in December 2021 when Senator Joe Manchin refused to support the bill that carried it, citing the cost of creating a new federal program.

Result: Withdrawn after the company made commitments to the filer.

Target agreed to publish more about the benefits it offers employees, including who is eligible and what paid leave they get.
